The scope encompasses four service packages: brief and in-depth qualitative analyses on energy transition governance, policy, and capacity building, alongside brief and in-depth quantitative analyses focusing on economics, finance, technology, and advanced electrical system modeling. Key technical requirements include proven eligibility in renewable energy, energy efficiency, and energy transition, along with proficiency in digital collaboration tools like MS Teams and specialized software such as Powerfactory, PSSE, NEPLAN, and CYMDIST, while adhering to GIZ's data protection and GDPR principles. Bidders must possess appropriate and powerful IT equipment for complex analyses, and GIZ reserves the right to assess the creditworthiness of candidates.

The core scope of work for this tender, titled "Accord-cadre sur la transition énergétique - Pool Experts en appui au PEDIII" (Framework agreement on energy transition - Expert Pool in support of PEDIII), involves providing expert support through four distinct service packages:

    1. Qualitative Helpdesk - Brief Analyses: This package entails preparing approximately 15 brief qualitative analyses focused on legislation, politics, economy, standards, structures, processes, governance, and capacities relevant to energy transition. Each analysis is expected within a maximum of 5 working days and typically involves simple calculations. These can also be converted into consultation, training, workshop facilitation, or professional exchange missions.

    2. Qualitative Helpdesk - In-depth Analyses: This involves preparing approximately 20 in-depth qualitative analyses, each up to 30 pages of expert statements or opinions. These analyses cover policies, norms, structures, processes, governance (including training engineering, sustainable project development, entrepreneurship, and female leadership), strategies, stakeholder dialogues, moderation, organizational development, and communication. These services are crucial for sustainable reforms and transformations, even if not directly quantifiable.

    3. Quantitative Helpdesk - Brief Analyses: This package focuses on approximately 30 brief quantitative analyses, utilizing basic or semi-complex calculations or models, akin to a typical cost-benefit analysis or a short evaluator's report. These can also be converted into consultation, training, workshop facilitation, or professional exchange missions.

    4. Quantitative Helpdesk - In-depth Analyses: This package requires the preparation of approximately 8 in-depth quantitative analyses. These analyses are based on robust and often sophisticated quantitative methods, including complex numerical or analytical modeling. The deliverables are independent technical reports, not exceeding 50 pages, which include classifications, action recommendations, and summaries. The areas covered typically relate to energy and energy transition, such as economics, finance, and technology. Specific examples include technical quantitative modeling and training for static and dynamic electrical system models (using software like Powerfactory, PSSE) and distribution network models (using NEPLAN, CYMDIST) for renewable energy and battery integration. These analyses demand powerful computing equipment, but software license acquisition is not part of the contract.
