The contract has a total duration of twenty-four (24) months. The implementation of the contract begins on the date of its signing. The end date is marked by the submission of the last deliverable and the final acceptance, with the 24th monthly report also serving as the final project report.

The contract is divided into three phases:

• Phase I: Organization of Project Management/Quality System - Development of methodology for drafting executive contracts. This phase has a duration of two (2) months and commences with the signing of the contract.
• Phase II: Needs Assessment – Drafting Executive Contracts. This phase lasts for six (6) months and begins upon the completion of Phase I.
• Phase III: Technical Assistance Services. This phase has a duration of twenty-four (24) months and also starts with the signing of the contract.

The overall duration of the contract can be extended by up to 50% with a justified decision from the contracting authority, following a request from the contractor in objectively justified circumstances not attributable to the contractor. The contracting authority also reserves the right to unilaterally adjust the project's timeline or specific activities if deemed necessary.

The core scope of work for this tender primarily involves providing Technical Support Services, which are categorized into three main areas:

1. Organization of Project Management and Quality System: This aims to establish an effective and transparent management and quality framework to ensure the project is implemented within specified time and quality requirements. Specific objectives include defining and implementing a management and quality system, developing a detailed implementation plan, and preparing a methodology for forming executive contracts to meet the individualized needs of Local Government Organizations (OTAs). Deliverables in this phase include the organization of the project's management/quality system, a detailed implementation program, and the methodology for drafting executive contracts. A Supply Chain Cyber Risk Management Plan based on NIS 2 Directive is also included.

2. Needs Assessment and Formulation of Executive Contracts: This section focuses on identifying the needs of OTAs and drafting executive contracts based on a relevant methodology. Deliverables include methodologies for evaluating and prioritizing OTA requests, methodologies for evaluating and prioritizing solutions and services for these requests, reports on the evaluation and prioritization of OTA requests, and reports on the prioritization of solutions and services. A Gap Analysis Report for each participating OTA is also expected.

3. Technical Assistance Services: This involves ongoing monitoring and support for the implementation of the main sub-project and assistance with the acceptance procedures of the main sub-project. Deliverables for this phase include quarterly progress reports (from M3 to M24) for Technical Assistance services, which encompass monitoring and support reports for the main sub-project's implementation progress, support reports for the main sub-project's acceptance procedures, control scenarios, and expert studies. The last monthly report (M24) serves as the final activity report for the project. Additional services include the creation and application of control scenarios for accepting the main project's deliverables, specialized expertise, urgent reports for unforeseen issues, and the preparation of a final activity report.

The project is structured into three phases:

• Phase I: Organization of Project Management/Quality System (2 months).
• Phase II: Needs Assessment – Formulation of Executive Contracts (6 months).
• Phase III: Technical Assistance Services (24 months).
