The contract has a total duration of 5 years and 6 months, starting the day after its formalization. There is no provision for an extension. The contract is divided into the following phases:

• Phase I: Project drafting (Redacció del projecte): This phase lasts for 3 months and covers all necessary actions for the definition and approval of the works project. It begins with the project in 2026 and includes drafting the executive project (1.5 months), supervision by the City Council, initial approval, a 30-day public exposure period, resolution of allegations if any, and final approval.
• Phase II: Execution of works (Execució de les obres): This phase lasts for 9 months. It starts the day after the signing of the project's replanting verification act, which must occur within a maximum of one month from the definitive approval of the project.
• Phase III: Implementation and start-up (Implantació i posada en marxa): This phase lasts for 9 months. It can begin simultaneously with Phase II, specifically 3 months into Phase II, or when the work is sufficiently advanced to allow its parallel initiation.
• Phase IV: Operation and maintenance (Operació i manteniment): This phase lasts for 4 years and 3 months. It begins with the initiation of Phase III. The combined duration of successive services (Phase III and Phase IV) will not exceed five years.

The final contract end date will be adjusted based on the effective start date.

The core scope of work for this tender involves several distinct phases and deliverables, with a central Project Management Office (PMO) overseeing the entire project.

Project Management Office (PMO): This is a transversal service that provides governance, planning, coordination, monitoring, and control for the entire contract. Its functions include general project planning, coordination among various teams and agents, deadline tracking, risk identification and management, dependency control across phases, preparation of progress reports and project committees, document control, tracking milestones and deliverables, and supporting the validation of planned actions. The PMO does not cover the functions of works management, execution management, or health and safety coordination during the works.

Project Phases and Deliverables:

1. Phase I: Redaction of the Works Project (3 months): This initial phase focuses on the technical definition and administrative validation of the solution. It includes drafting the works project, its supervision by the City Council, initial approval, public exhibition, resolution of any allegations, and final approval.

2. Phase II: Execution of the Works (9 months): This phase covers the acquisition of necessary equipment and materials, as well as the services for their installation, deployment, and integration into the overall system infrastructure.

3. Phase III: Implementation and Commissioning: This phase involves the implementation of systems, which can occur partially simultaneously with Phase II as infrastructure becomes available.

4. Phase IV: Operation and Maintenance (4 years and 3 months): This phase addresses the ongoing expenses related to the system's operation and maintenance.

Key Technical Components and Deliverables:

• Communication Infrastructure: This encompasses civil works, such as micro-trenches, conduits, and manholes, alongside the laying of cabling. It also includes the installation, configuration, and integration of access equipment (e.g., CPE, 5G routers) and their subsequent integration into the central communications node. This infrastructure is required to meet specified service level agreements (SLAs) for availability, latency, and bandwidth.
• Video Management System (VMS) and Storage Platform: The contract includes the implementation, configuration, parameterization, and integration of an advanced, Cloud Native VMS software platform. This platform will serve as the system's central control, enabling centralized camera management, real-time and recorded video viewing, management of events and alarms generated by AI analytics, secure export of evidence, and comprehensive data governance. Cloud storage for all recordings for a minimum of 30 days, adhering to high security and availability standards, is also included.
• Comprehensive Security Platform: This involves the implementation, configuration, parameterization, and integration of a security management tool designed to function as the overarching layer for orchestration and exploitation of security functions.
