TENDER DESCRIPTION
This framework agreement seeks a contractor for the Third-Party Application Maintenance (TMA) and Application Exploitation of INRAE's HR Access Human Resources Information System (SIRH). The comprehensive scope encompasses initial solution design, implementation, deployment, and pilot site monitoring, alongside the extension, evolution, and customization of the solution, including data recovery and training. Further requirements include ongoing application maintenance, exploitation of the HR Access and CFT platforms, reversibility services, and provision of ad-hoc technical and functional assistance. Bidders must demonstrate financial stability through recent turnover declarations and adhere to specified technical methodologies such as V-cycle and Agile approaches, a Quality Assurance Plan (PAQ), a Security Assurance Plan (PAS), and strict compliance with INRAE's information system security policies, including MFA authentication. The contract has a firm duration of two years, with the possibility of two one-year renewals, and includes an initial skill acquisition and mentoring phase leading to responsibility transfer within three months of notification.
TENDER BRIEF
The contract duration is 2 years firm, with the possibility of two renewals of 1 year each, totaling a potential maximum duration of 4 years. The start date is effective from the execution start date notified by INRAE.
Key milestones and phases include:
- Launch Meeting: To be organized at the latest 1 week after market notification. The support for this meeting must be transmitted to INRAE at least 48 hours before the meeting.
- Skill Acquisition Phase (M1): This initial phase is planned for 4 weeks from the notification date. During this period, the contractor familiarizes themselves with the contract context, analyzes ongoing evolution projects, and reviews documentation.
- Mentoring Phase (M2 and M3): This phase follows the initial skill acquisition and includes two sub-phases:
- Observation Phase (M2): A provisional duration of 4 weeks where the new contractor observes the operations carried out by the outgoing contractor.
- Under Control Phase (M3): A provisional duration of 4 weeks where the new contractor performs operations under the supervision of the outgoing contractor.
- Responsibility Transfer: Occurs at the end of M3, maximum 3 months after notification. This transfer is formalized by a report signed by INRAE, the outgoing contractor, and the new contractor.
- Regular Service Validation (VSR): A period of 1 month observed after the responsibility transfer.
