TENDER DESCRIPTION
In times of crises, information—both correct and false—spreads on an unprecedented scale. In particular, social media contribute to the spread of deliberate disinformation and unintentional misinformation due to their rapid dissemination and the perceived anonymity. In addition, Artificial Intelligence opens up unprecedented possibilities for generating and distributing disinformation. In radiological emergencies, this can lead to uncertainty and to citizens not following protective measures. Furthermore, disinformation (e.g. about a necessary evacuation) can lead the public to potentially harmful behavior and trigger chaotic conditions. While the dissemination of disinformation is problematic in many respects, the problem in a radiological emergency is that institutions and decision-makers must identify it and respond to it under extreme time pressure. BMUKN and BfS would also be confronted with citizens’ need for information and a flood of incorrect information and disinformation, which significantly hinders the rapid and targeted dissemination of correct information.
