The core scope of work for this tender involves the renewal and enhancement of software to support the "Sistema di Formazione Integrata Digitale Avanzata 2" (SFIDA2) project. This includes the acquisition of enterprise licenses for generative artificial intelligence (AI) services for both video and audio, delivered in a SaaS/cloud model. The objective is to boost the Ministry's training and communication capabilities through innovative tools that allow for automatic personalized video generation, multilingual translation, and customization of avatars and video/voice content.

The statement of work summary and core deliverables include:

• Software Licenses:
• A 24-month license for generative AI video software, including ordinary corrective maintenance, for AI video production and personalized avatars.
• A 12-month license for generative AI audio software, including ordinary corrective maintenance, featuring text-to-speech functions.
• Speechify Enterprise subscriptions for text-to-speech audio generation with high-naturalness AI voices, encompassing text, document, PDF, and web page audio conversion, a library of over 1,000 voices in 60+ languages, voice cloning, AI audio dubbing and translation, and controls for speed and pronunciation across multiple devices.
• A total of 750 hours of video production over a two-year period.
• 30 licenses for generative AI audio services.
• Support and Training Services (spanning 24 months unless otherwise specified):
• A specialist assistance and support service.
• 52 one-hour training sessions on Heygen platform functionalities and content production methods, to be planned with at least 15 days' advance notice, provided annually for the entire two-year duration.
• A first-level operational oversight and assistance service for 3 days a week, 3 hours a day (9:00-12:00), with an 8-hour Service Level Agreement (SLA), totaling 864 hours over the biennial period. This service observes closures for two weeks in August and one week for Christmas holidays.
• 100 hours of extraordinary first-level support for urgent cases beyond the standard oversight, provided on a best-effort basis without a specific SLA, with a commitment to resolution as quickly as possible, valid for the entire three-year duration.
• 48 sessions of consultation and operational production support, each lasting a maximum of 3.5 hours. These specialized sessions for content production require at least 15 days' advance scheduling and include technical-operational assistance, as well as conducting demonstrative sessions and workshops for Defense entities.
