    TENDER DESCRIPTION

This tender concerns the development and implementation of "CardioCare," a digital platform for individualized remote telemonitoring of heart failure patients at AHEPA University General Hospital of Thessaloniki, encompassing a comprehensive digital health framework for real-time medical data exchange and the distribution of portable devices, such as smartwatches, for systematic patient data recording. The project is structured into five phases over a 6-month contract duration, which includes application study, material supply, platform development, administrator and user training, pilot operation, and system operation with publicity activities. Key technical requirements mandate strict compliance with GDPR 2016/679, MDR 745/2017, and multiple ISO certifications including ISO 9001:2015, ISO 13485:2016, and ISO 27001:2022. The platform must feature robust security measures such as encryption, 2-step registration, authorized access control, daily vulnerability tests, 24/7 data availability with unlimited storage, daily off-site backups, a modular architecture, and mobile application compatibility with Android (>=12.0) and iOS (>=13.0) with a Greek/English user interface.
