The core scope of work for this tender, titled "Digital Transformation of Citizenship Acquisition Procedures," involves the comprehensive digital transformation of the General Secretariat for Citizenship's (GSC) procedures for examining citizenship cases. This includes upgrading the existing information system for managing citizenship cases to fully serve needs and enhance the user experience for citizens, GSC staff, and collaborating bodies involved in collecting and verifying necessary documents and information.

The main pillars of this upgrade are:

• Modernization of the Citizenship Case Management System.
• Implementation of a Digital Applicant's Mailbox system.
• Development of supporting subsystems, including:
• Third-Party Access Subsystem.
• Applicant Query Management Subsystem.
• User Management Subsystem.
• Business Intelligence (BI) Subsystem.

The upgraded Citizenship Case Management System will serve as the central information system for GSC employees to efficiently manage all information (documents, data, processes). The Digital Applicant's Mailbox will allow applicants to track the progress of their requests and receive updates. The query management subsystem will enable submitting questions to GSC services, which will be protocolled and forwarded for response. Information and supporting documents from third-party services will primarily be handled through system interoperability with their information systems, with a Third-Party Access subsystem used for services lacking such interoperability. A Business Intelligence infrastructure will be implemented for GSC staff to monitor and utilize real-time data from the citizenship process.

The contract is for services, primarily software development, with additional services in information technology consulting, internet support, and training. The contractor is required to install the system on the Government Cloud (G-Cloud) and deliver the entire requested software in full operation to the Operating Body. The contractor will primarily provide services at the Operating Body's premises, as well as at other locations within the Attica region as required by the project. Any necessary work for the installation and proper functioning of the system at the software installation points must be carried out by the contractor. Deliverables are to be submitted at the headquarters of KtP M.A.E. The estimated duration of the contract is thirty-one (31) months. The contract includes options for increasing the physical scope of work by up to 18% of the contractual price and for maintenance services.
