TENDER DESCRIPTION

With regard to the framework agreement, no minimum quantities to be called off are agreed. According to the case-law of the CJEU of 17.06.2021 _ Case C-23/20 -, the contracting authority is obliged to specify a maximum quantity in order to ensure transparency and non-discrimination in competition. No obligation to place call-offs can be derived from this. The contracting authority estimates that the following demand exists for the individual lots over the entire term of the contract: Lot 1: - 12,000 units of lockable handcuffs The maximum quantity of the attached framework agreement is specified as 14,000 units of lockable handcuffs. Lot 2: - 12,000 units of handcuff bag for lockable handcuffs The maximum quantity of the attached framework agreement is specified as 14,000 units of handcuff bag for lockable handcuffs.
