Accord-cadre a marches subsequents pour travaux programmes de modernisation energetique des batiments – cvc, enr, gtb, photovoltaïque et installations techniques

The contract duration is 4 years. The execution of the market begins from the date of notification of the contract. Separately, the framework agreement duration is 3 years, starting from the notification of the framework agreement. Each subsequent contract (marché subséquent) will determine its own specific execution deadlines and duration, as well as the conditions for their establishment. A prolongation of the execution period can be granted under certain conditions as per article 18.2 of the CCAG-Travaux.

The core scope of work for this tender involves a framework agreement for subsequent contracts pertaining to programmed works for the energy modernization of buildings. This encompasses heating, ventilation, air conditioning (CVC), renewable energies (ENR), building management systems (GTB), photovoltaics, and other technical installations. The primary objective is the renovation, modernization, replacement, and creation of these installations within the properties of the City of Chartres, Chartres Métropole, and CCAS de Chartres.

Works for Modernization of Existing Installations:

• Replacement or modernization of heating, cooling, and domestic hot water production systems.
• Renovation or adaptation of associated hydraulic, air, and distribution networks.
• Replacement of terminal heating or cooling equipment.
• Modernization of ventilation systems.
• Renovation of water treatment installations.
• Replacement of regulation equipment and Building Technical Management (GTB).
• Ensuring regulatory compliance of existing installations.
• Any necessary adaptations due to evolving building requirements.

Works for Creation or Extension:

• Creation of new heating, ventilation, air conditioning, or domestic hot water production installations.
• Creation or extension of associated hydraulic, air, and electrical networks.
• Implementation of installations utilizing renewable or recovery energies.
• Creation of geothermal installations.
• Creation of photovoltaic installations primarily for building self-consumption.
• Adaptations of electrical infrastructures required for connecting new equipment.
• Related civil engineering, locksmith, insulation, support, and accessory works.

Core Deliverables and Obligations:

• Supply and installation of materials and equipment.
• Execution of tests and commissioning.
• Potential training of operators.
• Submission of the As-built documentation (DOE).
• Implementation of a Quality-Safety-Environment (QSE) plan.
• Development of a specific safety and health protection plan (PPSPS) and a prevention plan when coactivity occurs on site.
• Training and authorization of intervening personnel.
• Management of refrigerant fluids and waste in strict compliance with current regulations.
