The contract is for an initial period of 1 year, commencing on November 1, 2026. It is renewable three times, each for a duration of 1 year, based on an explicit decision by the Buyer. Key deliverables and responsibilities include:

• Supply of a comprehensive range of items: This encompasses work clothes for men and women (e.g., jackets, pants, polos, t-shirts, rain gear), high-visibility apparel (parkas, vests, polos, t-shirts, sweatshirts, caps, beanies), various work gloves (versatile, anti-cut, cold protection, reinforced for green spaces), professional headwear, and a wide array of technical equipment such as professional backpacks, tool bags, belts, accessory pouches, and rechargeable lamps. Additionally, it covers complementary PPE including safety glasses, knee pads, hard hats, ear protection, and electrical and welding specific PPE (e.g., insulating gloves, welding helmets, flame-retardant coveralls), as well as safety and first aid items (e.g., sterile eye wash solution, tick repellent, first aid kits). Safety boots and shoes for both men and women across various categories (sport, city, hiking, lightweight, waterproof) are also part of the supply.
• Management and Tracking: The contractor is responsible for managing agent sizes, monitoring allocated endowments, maintaining an order history throughout the contract, and providing a dedicated point of contact for endowment follow-up.
• Endowment Campaigns: The contractor must be capable of executing annual endowment campaigns as defined by the client, along with any supplementary endowments required during the year.
• Delivery Services: Deliveries of non-personalized items must be completed within a maximum of ten working days from the receipt of the purchase order. For personalized items, the maximum delivery period extends to twenty working days, subject to the client's validation of the "Bon Tirer" (BAT). In urgent and justified cases, in-stock items must be delivered within seventy-two hours. All deliveries are to be made to specified addresses, and the contractor is required to coordinate delivery dates and times with the recipient.
• Logistical Organization: Items intended for the same agent must be grouped in individual packaging for efficient distribution and to minimize errors. The client may request deliveries to be organized by agency, geographical sector, or other organizational structures. The contractor bears full responsibility for the transport, packaging, loading, securing, and unloading of all supplies.
• Quality Assurance: The contractor guarantees that all supplied items conform to the technical specifications outlined in the contract, particularly regarding quality, sizing, applicable standards, durability, and any safety or personal protective equipment requirements. Each delivery must include clear identification of the contractor, the recipient's name and delivery address, the order reference, and a detailed list of articles, sizes, and quantities.
• Stock and Supply Continuity: The contractor must ensure the continuous availability of all items listed in the Unit Price Schedule (BPU) and Detailed Estimated Quantities (DQE), as well as those in their catalogs. This includes maintaining adequate stock levels or possessing sufficient supply capabilities to meet contractual delivery deadlines and guarantee uninterrupted provision of articles.
• Reporting and Communication: Key responsibilities include managing orders, tracking deliveries and endowments, handling complaints, submitting required reports, and organizing follow-up meetings. The contractor must also provide necessary documentation, such as item sheets, in French, at no additional cost. Furthermore, timely submission of administrative documents like intervention reports, quotes, invoices, insurance certificates, and attestations for foreign workers, tax, social contributions, training, and certification is required within contractual deadlines.

The services and products are primarily for building caretakers and proximity personnel, but other staff members of 3F Normanvie may also receive these endowments as needed.
