The contract timeline is structured as follows:

• Contract Start Date: The duration of each lot begins from its date of notification.
• Total Duration: Each lot is initially concluded for a duration of 12 months. These lots are tacitly renewable 3 times for an additional 12 months each, meaning the total duration for each lot cannot exceed 48 months.
• Key Milestones/Phases:
• During the consultation phase, questions from bidders must be submitted by November 6, 2026.
• Responses to these questions will be provided to all bidders by November 10, 2026.
• Modifications to the consultation documents can be made by the buyer up to 6 days before the offer reception deadline.
• The first annual follow-up meeting for each lot will be held one year from its notification date.
• In case of non-renewal, the DITP (Direction interministérielle de la transformation publique) must notify the holder two months before the lot's validity end date.

High-Level Statement of Work and Core Deliverables:

1. Operationalization of a Target and an Operational Project Plan: This includes developing a detailed operational target, outlining operational objectives, and creating an implementation plan with milestones and a roadmap. Key deliverables encompass framing notes, situation assessments, operational scenarios, risk mapping and management plans, economic models, detailed work package sheets, project monitoring dashboards, and decision-making presentations. Specific outputs might also include mappings of needs, services, and ecosystems, parameterized impact simulators, evolution schemes, screen mock-ups, user test results, and various specialized analyses (legal, financial).

2. Support for Project Implementation: This prestation focuses on providing assistance to project owners beyond the initial planning phase, aiding in the practical execution of projects.

3. Performance Diagnosis: This involves two main components:

• Support for Inventory (État des lieux): This includes deliverables such as analysis of hierarchized risks and risk management plans, impact studies, feasibility studies with recommendations, and relevant questionnaires, surveys, or external comparisons. Further deliverables include impact analyses of gains, assessment and monitoring of gain evaluation reports, staff evolution trajectories, process cost analysis reports, activity statistical analysis reports, lists of optimization potentials, performance dashboards, and preliminary analyses of return on investment.
• Support for Diagnosis (Appui au diagnostic): This aims to deepen the analysis of chosen processes to identify improvement areas (efficiency, quality, effectiveness, data valorization), set ambition levels, identify constraints (technical, human, financial, regulatory), define reengineering approaches, pinpoint key levers for evolution (organization, management, rules, technology, culture, skills), estimate opportunities from technologies like AI and robotization, and anticipate human and organizational impacts.

4. Realization of Relevant Comparisons: This service focuses on performing comparative studies of organizations, devices, or public policies against national or international equivalents to inform public decision-makers. Deliverables typically include a framing note detailing the methodology and a comparison study report.

5. Preparation for Strategic Decision-Making: This involves producing synthetic documents intended for project sponsors and decision-makers to facilitate strategic choices.

Additionally, the tender identifies specific operational units (UO) for Lot 1 related to:

• Performing a diagnosis and strategic analysis.
• Developing a strategic plan, including scenario elaboration.
• Performing impact analyses.
