    TENDER DESCRIPTION

    This tender seeks the acquisition, delivery, installation, and comprehensive hardware and software maintenance of the INNOVATE Industrial-grade Supercomputer for the European High Performance Computing Joint Undertaking (EuroHPC JU). The scope encompasses the system supply, including knowledge transfer and training, alongside specialist support for the design, deployment, tuning, and lifecycle maintenance of the Orchestrated computing partition platform, specifically OpenStack, and the Kubernetes environment. Proposers must demonstrate an annual turnover exceeding EUR 4,100,000 for the last two financial years. The contract duration is 60 months from the acceptance date of the final delivery, with an overall maximum duration of 68 months, and mandates compliance with various technologies including OCI Image Specification, Python 3.10+, PyTorch 2.1+, TensorFlow 2.13+, Kubernetes, Ubuntu Pro 24.04 LTS+, Red Hat Enterprise Linux 9+, and OpenStack components like Nova, Neutron, and Cinder.

    TENDER BRIEF

    The contract duration is 60 months, starting from the acceptance date of the [first] [last] delivery. The contract resulting from this call for tenders will be concluded for at most 68 months, with details of initial duration and possible renewals set out in the draft contract.

    The contract performance cannot begin before its entry into force. The performance includes two main parts:

    1. The delivery and installation of the INNOVATE Industrial-grade Supercomputer (hardware and software) and related support services, including knowledge transfer and training ("System supply"). This system supply will be executed in a number of parts/deliveries, with details in Annex II (Contractor’s Tender). The contractor may only proceed to the next delivery with written consent from the EuroHPC Joint Undertaking.

    2. The maintenance of the system (hardware and software) and related support services ("Maintenance"), which will commence from the acceptance date of the [first] [last] delivery.

    A "Phase" is defined as a specific phase of the System/partition, detailing the time schedule, tasks, and deliverables for each party as outlined in Annex III Contractor’s Tender and the Project Plan.
