The contract duration is 18 months, with a possible extension up to a maximum of 20 months. There are no provisions for automatic renewals or options.

Key milestones and phases include:

• Phase 1: This phase focuses on the orderly and verifiable takeover of the system. It involves inventorying components and dependencies, accessing repositories, verifying environments, databases, integrations, backups, releases, tickets, documentation, and security measures. It also includes an operational plan, a risk register, and an SFeRA gap analysis. The maximum deadline for completing this takeover phase is 60 calendar days from the stipulation of the contract, excluding any suspensions due to Fund approvals. During this phase, the economic operator must also present a detailed master project plan, encompassing all necessary stages for managing and evolving the software solution (such as requirements gathering, functional analysis, testing, commissioning, and development).

The contractual payment will be in monthly installments, corresponding to the service's actual duration, ranging from a minimum of 18 to a maximum of 20 months.

The core scope of work for this tender involves the takeover, management, and adaptive, corrective, and evolutionary maintenance of the existing "SOFIA Software Organizzativo Fondo Interprofessionale Avanzato" information system. The services are structured into two main phases: Phase 1 for takeover and executive planning, and Phase 2 for continuous management.

Key deliverables and services include:

• Phase 1 (Takeover and Executive Planning):
• An orderly and verifiable takeover of the system, encompassing inventory of components, access to repositories, verification of environments, databases, integrations, backups, releases, tickets, documentation, and security measures.
• Development of an operational plan, risk register, and SFeRA gap analysis.
• Deliverables within 60 calendar days include a detailed project master plan, immediate continuity and takeover plan, inventory and documentation updates, SFeRA gap analysis and adjustment plan, maintenance, security, backup, release, and rollback plan, calendar for meetings, training, and on-site presence, and a testing and handover plan.
• Continuous Management and Maintenance (spanning both phases):
• Takeover of source code, databases, environments, configurations, integrations, and documentation.
• Initial verification of the application and infrastructural status, dependencies, releases, and criticalities.
• Adaptive and corrective maintenance.
• Evolutionary maintenance, including customization and configuration of software components to adapt system functionalities, which is included in the baseline and lump-sum price.
• Application assistance, ticketing, and Help Desk technical support (second level).
• Management, documentation, testing, and tracking of releases.
• Continuous update of technical, functional, and operational documentation.
• Regulatory, administrative, and ministerial adjustments.
• Analysis, mapping, and preparation for SFeRA adjustments.
• Support for training (including internal users), testing, and handover.
• Analysis of historical data from any decommissioned systems.
• The overall process covers all necessary phases for correct software solution management and evolution, such as requirements gathering, functional analysis, testing, and development.
