The main contract becomes effective upon signing by both parties and is valid indefinitely. The earliest it can be terminated is after 12 months, leading to its conclusion after 18 months of being in force. Separate assignment agreements will have their specific contract periods, indicated as "[xx.xx.20xx – xx.xx.20xx]", and their durations may vary. For an assignment contract, the implementation process includes definition, planning, implementation, testing, and deployment, along with training. The delivery schedule, including specific phasing and payment milestones, is to be defined for these assignments.

The core scope of work for this tender is an AI expert and development partnership aimed at fulfilling the service needs of the South Ostrobothnia wellbeing services county. The primary objective is to engage in long-term, targeted development cooperation to plan and implement cost-effective, appropriate, and beneficial services, solutions, and implementations for the client. The central focus is on leveraging AI solutions to identify and produce advantageous, potentially innovative solutions, and to support and enhance service and operational processes.

The tender encompasses the procurement of AI-related expert, development, and implementation services. Specific assignments, which can include expert work or fixed-price deliveries, will be outlined in separate assignment agreements (Toimeksiantosopimukset). For each assignment, the client will define the objectives, scope, schedule, and key outputs.

High-level Statement of Work and core deliverables include, but are not limited to, the following:

• Expert Work Packages: Provision of specialized AI expertise.
• Delivery Packages / Solution Packages: Design, development, implementation, and delivery of AI-based solutions, potentially as SaaS services, utilizing standard functionalities and the client's existing environments/systems/interfaces.
• Support and Maintenance Services: This is a significant component, covering:
• Application support and consulting.
• Incident and Problem Management.
• Service Quality Management (SLA Management).
• Change and Configuration Management.
• Usage monitoring and reporting, and Capacity Management.
• Continuous maintenance, monitoring, usage support, investigation and resolution of disturbances and errors, incident communication, and software updates for the solution.
• System documentation maintenance and system lifecycle management.
• Information security and data protection changes.
• Service management maintenance and Service desk functions, including system and application support (Level 2-3) and user ID management. (Note: First-level end-user support is the client's responsibility).
• Development and Implementation Tasks:
• Technical design.
• Testing plans and acceptance testing implementation.
• Server installations, deployments, production transfer, and acceptance.
• System and application development.
• Management of technological environment and services (e.g., Azure IAAS platform, production/test environment management, servers, operating systems, databases, backups).
• Data communication services (connections).
• Integration maintenance (e.g., AD, Lifecare, data lake integrations).
• Configuration management, including system configurations and version updates.
• Project and Partnership Management:
• Contract management and monitoring meetings (strategic, tactical, operational).
• Service level and quality monitoring.
• Continuous improvement and development management.
• Delivery reporting.
• Change management process, including proposal, handling, approval, implementation, coordination, and monitoring.
• Provision of training related to the solutions.
