The assistance is set to commence no later than one week after the signing date of the contract. The total duration of the contract is 5 years from the signing date.

Key milestones related to the tendering process are as follows:

• Announcement in DOFFIN/TED: October 1, 2026
• Last day for questions regarding the tender document: October 27, 2026
• Deadline for submitting offers: November 5, 2026, at 12:00 PM
• Notification of award: Week 49
• End of the waiting period: Deadline set in the award letter
• Commitment deadline: 3 months after the offer deadline

It is noted that the dates after the opening of bids, with the exception of the commitment deadline, are indicative and subject to potential changes.

The core scope of work and statement of work for this tender involves the delivery of consulting services specifically related to UX-services. The assignment requires approximately 100 to 160 hours of work per month, with the scope being continuously adjusted through weekly dialogue with the client.

The overall purpose is to provide professional assistance under the Customer's leadership, as detailed in Annex 1 (Customer's description of assistance). This includes long-term engagement in significant development projects, ongoing maintenance, and smaller tasks to continually evolve NDLA's user interface, functionalities, and content in alignment with user needs.

Key deliverables and responsibilities include:

• Identifying broad user needs and assisting in making strategic long-term decisions to enhance user experience.
• Ensuring compliance with current legal requirements for universal design in the public sector and planning for future relevant changes.
• Providing advisory services and support to guarantee the quality of underlying services that deliver components (e.g., video player, H5P service) and separate deliveries (e.g., games, simulations from other providers).
• The consultant is also expected to participate in other activities requested by the Customer within the framework of the agreement.
• The consultant must document their proposed solution, confirm all requirements from the specification are met, and describe all necessary elements for a complete solution, even if not explicitly listed as requirements.
