The contract timeline is as follows:

The agreement commences within one month after the definitive award. The definitive award is scheduled for Tuesday, November 17, 2026, with the contract signing in Week 47.

The initial duration of the contract is 4 years, starting after the delivery and acceptance of the new SaaS solution. The municipality of Lansingerland has the option to unilaterally extend the contract four times, each for a period of twelve months. This means the contract could potentially run from November 24, 2026, to November 23, 2034, indicating an overall maximum duration of 8 years.

Key milestones include:

• The implementation phase, which must be completed by December 31, 2026. This is considered a fatal date.
• The supplier must establish an exit plan within three months of the agreement, to be included as an appendix.
• The implementation plan also includes "deelleveringen" (sub-deliveries or milestones) with functional specifications.

The core scope of work for this tender involves the delivery of a Software-as-a-Service (SaaS) solution, encompassing implementation activities, remote services via the internet, and maintenance. This includes the realization of a new API Gateway and ESB environment, the creation of new, future-oriented connections, and the technical and functional management of this environment. Existing connections in the current system are to be migrated to the new environment, with a definitive list of these connections provided in Bijlage B1 Koppelingen.png and Bijlage B2 Koppelingen.docx. Additional connections may be added or existing ones scaled down over the course of the agreement.

• A detailed description of the project objectives for the implementation of the ICT Performance, including preconditions, applicable frameworks, and standards, in light of a risk analysis.
• The project organization, including reporting methods and project management approach.
• The division of work and responsibilities, including the required commitment and availability from the client.
• An overview of necessary connections, their functional specifications, and any required cooperation from third parties for their establishment.
• The relationship between the ICT Performance and relevant parts of the Application Landscape, and any necessary third-party cooperation for implementation based on this relationship.
• The partial deliveries (milestones) of the project and their functional specifications, related to the Agreed Use.
• An overview of the intended user categories who should be able to work with the ICT Performance after implementation.
• The implementation schedule, including partial deliveries, in accordance with the planning requirements set in the Agreement. The implementation must be completed by December 31, 2026, which is a fatal deadline.
• The method of delivery for each partial delivery.
• The acceptance procedure.
• The conversion process.
• The migration process.
• The method by which the client will be trained in the use and (technical and functional) management of the ICT Performance, if agreed upon.
• The division of responsibilities for the delivery and management of development, test, acceptance, and/or production environments if required.
• Providing a Service Level Agreement (SLA) and delivering periodic reports on availability, maintenance, security controls, change requests, and complaint reports.
• Ensuring the ICT Performance complies with municipal ICT quality standards at the time of commissioning, including architecture, interoperability, information security and privacy, data portability, infrastructure, and documentation.
• Providing documentation and updating it as needed.
• The supplier must only deliver and charge for parts of the ICT Performance during implementation that are necessary for its completion.
