The contract timeline is as follows:

The total duration of the framework agreement is 48 months, commencing from its subscription date. The term "duration" of the framework agreement signifies the period during which individual executive contracts can be awarded. A single executive contract finalized within the validity of the framework agreement may extend beyond the agreement's original duration. The Administration has the option to implement a technical extension for the necessary time to finalize procedures for identifying a new contractor, not exceeding the maximum period permitted by law. During any such extension, the contractor must continue providing services under the existing economic, technical, and contractual terms. Key phases include a "Piano di avvio e gestione" (Start-up and management plan) which needs to demonstrate the capability to activate minimum services within the contractual timelines. This plan's quality, including the chronoprogram, governance, risk management, coordination with universities, organizational structure, and project supervision, will be evaluated.

The core scope of work for this tender involves the integrated service of designing, issuing, personalizing, managing, and technologically evolving a Multi-Service Card (Carta Multiservizi). This card is intended for beneficiaries of the "Reddito di Merito" program, university students, and university staff. The project encompasses both university and banking/payment functionalities, while maintaining a logical, functional, and contractual separation between these domains. The proposed solutions must be technologically open, interoperable, and compatible with the evolving landscape of university, digital, and territorial services.

The Statement of Work summary and core deliverables include:

• Issuance, personalization, activation, and management of Multi-Service Cards.
• Issuance of Virtual Cards and Virtual Badges.
• Provision and management of digital platforms.
• Integration with the information systems of the universities and the administration.
• Management of data flows related to the "Reddito di Merito" program.
• Assistance services for users, universities, and the administration.
• Corrective, adaptive, and evolutionary maintenance of the systems.
• Training and support activities.
• Security, monitoring, and operational continuity services.
• Activities related to takeover, reversibility, and data transfer.
• Any other accessory, complementary, or instrumental activities deemed necessary for the proper execution of the service.
• The possibility of a technical extension within the limits permitted by current legislation.

The overall aim is to establish and manage a unified regional digital ecosystem of Multi-Service Cards for Calabrian universities and the "Reddito di Merito" beneficiaries, with services primarily delivered remotely.
