The contract for the acquisition of containerized maritime cargo transport services has a total duration of 18 (eighteen) months or until the contractual price is exhausted, whichever occurs first.

The execution of the contract begins on the 16th day following the date the Court of Auditors grants its visa. The 15 days immediately after the visa is granted are dedicated to preparing and operationalizing the services, including mobilizing human, technical, and logistical resources. The contract is subject to prior inspection by the Court of Auditors and cannot begin execution or produce any legal, material, or financial effects before this visa is granted.

The contract will automatically terminate if the contractual price is not reached within the specified period (18 months or earlier if the price is exhausted). Expenditures for the contract can be covered by MUSAMI's budget item 6212 for the economic years 2026 to 2028.

The core scope of work for this tender involves the acquisition of maritime container cargo transport services.

The key deliverables and responsibilities of the contractor include:

• Container Provision and Collection: Delivering specific quantities and types of empty maritime containers (800 x 40-foot, 10 x 40-foot, 200 x 20-foot open-top, and 10 x 20-foot empty open-top) within 48 hours of request to locations indicated by the Public Contractor. This also includes collecting loaded containers from the Ecoparque da Ilha de São Miguel or Ecoparque do Nordeste within 48 hours for transport to their final destination.
• Weighing and Preparation: Performing two weighings (empty and loaded) for each container originating from Ilha de São Miguel at the Ecoparque. Additionally, preparing containers before embarkation at the ports of Ponta Delgada, Lisbon, or Leixões, which involves proper tarring, weighing at the port balance, and transmitting data to the Public Contractor.
• Logistics and Transport: Ensuring the parking and storage of containers from their departure from the Public Contractor's facilities until final delivery. The services also cover maritime and road transport of each loaded container from the Public Contractor's premises to the Ports of Lisbon or Leixões, with delivery to the recipient verified by a signed transport guide.
• Condition and Communication: Guaranteeing the good state of maintenance, conservation, and watertightness of containers upon availability, delivery, and collection. The contractor must also communicate the arrival date of containers to the destination port and their availability for pick-up and subsequent return to both the recipient and the Public Contractor.
• Compliance and Documentation: Ensuring compliance with all technical, functional, and environmental requirements, as well as applicable legislation. Upon request, the contractor must provide proof of compliance documents, such as manufacturer's technical sheets for the vehicles and vessels used, within 72 hours. The contractor is solely responsible for obtaining all necessary documentation, licenses, and insurance for the transport of containers and their respective cargo from the Public Contractor's facilities to the final delivery.
• Service Guarantee: All services must be provided according to the conditions defined in the Caderno de Encargos, other contractual documents, and current legal provisions.
