The contracting authority does not divide the procurement into lots because the subject of the contract is computers that function together or computers required to achieve the same objective. The bid must be submitted under the terms set out in the procurement framework documents. The object of the contract is the purchase of computers that meet the requirements set out in the “Technical Description”, together with transport and warranty service. The contract is concluded with a single successful bidder. The bids are evaluated on the basis of the economically most advantageous bid. In the event of equal evaluation results, when selecting the successful bidder, the contracting authority prefers the bidder who submitted the bid first by date and time in the procurement register. The contracting authority has the right to reject bids in accordance with the provisions of the RHS Sections 115 and 116.
