For lots 001 to 042, framework agreements will be concluded with 3 economic operators. If, in the 3-partner model for lots, the difference in savings between the potentially awarded first and second place bids of a lot is greater than 40%, then the respective second and third place bids for this lot are excluded from evaluation and the award is finally made in the 1-partner model. If, in the 3-partner model for lots, the difference in savings between the potentially awarded second and third place bids of a lot is greater than 40%, then the respective third place bid for this lot is excluded from evaluation and the award is finally made in the 2-partner model.
