For lots 001 to 042, framework agreements are concluded with 3 economic operators. If in the 3-partner model lots the difference in savings between the potential first and second placed bids of a lot is greater than 40%, then the respective second and third placed bids for this lot are excluded from the evaluation, and the award is ultimately made under the 1-partner model. If in the 3-partner model lots the difference in savings between the potential second and third placed bids of a lot is greater than 40%, then the respective third placed bid for this lot is excluded from the evaluation, and the award is ultimately made under the 2-partner model.
