TENDER DESCRIPTION
The City of Essen intends to procure the medical staffing of two intensive care transport vehicles (ITW) by means of an Open Procedure in accordance with the guidelines of the Ordinance on Public Procurement (VgV) and the Act against Restraints of Competition (GWB). The City of Essen is the sponsoring authority for the emergency medical services pursuant to § 6(1) of the NRW Rescue Services Act (RettG NRW). The provision of intensive care transports is an emergency medical services task pursuant to § 2(1) in conjunction with § 3(4) of the RettG NRW. An intensive care transport is a transport of a patient from a treatment facility to a treatment facility suitable for the further care of the patients under intensive care conditions, which is necessary from a medical point of view. The contractor acts on behalf of the sponsoring authority for the emergency medical services and provides no own service that is payable/settleable in external relations to patients or health insurance funds.
