TENDER DESCRIPTION
Background and project context FAIR 3 - Enabling cross-border aviation procurement on Interreg Aurora - project, implemented from 1.6.2026 to 31.12.2027. Its overall objective is to develop a common framework that enables cross-border cooperation in the procurement and financing of regional air transport services in Northern Sweden, Finland and Norway. In the FAIR 3 project, legal and administrative requirements will be investigated, market information will be collected, applicable European practices will be identified, and practical procurement, cost-sharing and scenario tools will be created for use by municipalities, regional authorities, airports and other competent public actors in the project area. The contract to be procured will help to address the identified legal and administrative obstacle, which arises because there is no legally secure and practically applicable framework for cross-border procurement of regional air transport services.
