Assessments RDW

The contract is a framework agreement that will start on 1 February 2027. The initial duration of the agreement is 2 years, ending on 1 February 2029. The RDW has the option to extend the agreement twice, each time for a period of one year, under the same conditions, potentially extending the contract until 1 February 2031.

Key milestones during the tender phase include:

• Tender publication: 29 August 2026 at 17:17.
• Deadline for asking questions (1st round): 7 September 2026 at 12:00.
• RDW's response to questions (1st round): 15 September 2026.
• Deadline for asking questions (2nd round): 21 September 2026 at 12:00.
• RDW's response to questions (2nd round): 28 September 2026.
• Deadline for submitting offers: 9 October 2026 at 12:00 (or 10:00 +00:00).
• Intention for provisional award: 23 November 2026.
• Final award: 14 December 2026.

The core scope of work for this tender involves the execution of three types of assessments: Live selection assessments, Live development assessments, and Online assessments (e-assessments).

Live selection assessments are comprehensive investigations conducted by a NIP psychologist. These involve a combination of tests, interviews, role-plays, and practical simulations to gain deep and objective insight into a candidate's cognitive abilities, personality, motivations, values, team role, competencies, and skills. The goal is to provide a substantiated judgment on suitability for a specific function.

Live development assessments are also comprehensive investigations performed by a NIP psychologist, using a combination of tests, interviews, role-plays, and practical simulations. These aim to map the development potential of a candidate (in a broad sense and/or against one or more specified functions) and to provide a substantiated development advice.

Online assessments (e-assessments) are fully digital assessments where candidates complete validated tests online, covering cognitive abilities, personality, motivations, values, team role, competencies, and skills. The purpose is to offer quick and objective insight into suitability for a function and/or development potential, with results automatically processed into a digital report.

These services are intended for various target groups and function profiles within the organization, across MBO, HBO, and WO levels.

Deliverables and specific requirements include:

• Execution of live selection assessments for MBO, HBO, and/or WO level functions.
• Execution of live development assessments for MBO, HBO, and/or WO level functions, with a minimum of 35 development assessments per year for a client in the (semi-)public sector.
• Execution of online assessments (e-assessments) for MBO, HBO, and/or WO level functions, with a minimum of 35 e-assessments per year for a client in the (semi-)public sector.

Items explicitly outside the scope of this assignment include:

• Assessments for top-level positions from function scale 15 and above.

The contract is for services, classified under "Personnel services, with the exception of placement and 'outplacement'" (CPV: 79630000) and "Assessment centre services for personnel recruitment" (CPV: 79635000). The estimated value of the assignment is €607,000 excluding VAT, with an estimated contract value of 728,400 Euro excluding VAT. The initial duration of the agreement is 2 years, with the possibility of two one-year extensions.
