Mise en œuvre des audits énergétiques relatifs à la performance thermique du bâtiment

The contract timeline is as follows: The agreement is for an initial duration of three years, commencing from its notification date. It is renewable, by express decision, once for an additional period of one year. This results in a total maximum duration of four years. The execution of services starts from the notification of each framework agreement. While no specific end date is mentioned, it is determined by the initial and maximum durations from the notification date. The awarding authority must make a written decision to renew at least two months before the anniversary date of the agreement (notification date); otherwise, the agreement will be considered not renewed. Specific execution deadlines for prestations will be defined in the CCTP and communicated with each purchase order.

The core scope of work for this tender involves providing assistance to the contracting authority for studies related to building renovations and the improvement of environmental performance in public buildings located within the Métropole du Grand Paris territory. This is framed as a "Framework Agreement for Intellectual Services."

The high-level summary of the Statement of Work and core deliverables includes:

• Study Report (Rapport d’étude): This is identified as the principal deliverable. It must provide a consolidated view of the studied patrimony and potential programming trajectories. It should encompass:
• A summary of the context, objectives, and scope of the mission.
• A presentation of the studied patrimony and its main characteristics.
• A synthesis of visits, interviews, and collected data.
• A multi-criteria analysis of buildings, integrating technical, energy, patrimonial, functional, regulatory, and organizational aspects.
• Operational constraints and activity maintenance requirements.
• Multi-criteria Dashboard (Tableau de bord multicritère): An editable Excel-format dashboard to compare buildings and programming scenarios based on objective criteria such as technical condition, energy performance, patrimonial stakes, operational constraints, financial magnitudes, priority level, and intervention horizon. This dashboard should be autonomously exploitable and updatable by the contracting authority.
• Multi-year Programming Schedule (Planning pluriannuel de programmation): A provisional programming schedule for operations over approximately ten years. It should detail the phasing of operations, interdependencies, key milestones (complementary studies, MOE consultations, works, receptions), feasible intervention periods considering operational constraints, and identified relocation and mutualization windows.
• Consolidated Financial Summary (Synthèse financière consolidée): A consolidated financial overview for the entire studied patrimony, including investment magnitudes per building and per scenario, induced costs (relocation, modular, complementary studies, MOE, etc.), retained hypotheses, and a multi-year investment trajectory.

Additionally, specific deliverables are expected depending on the activated lots, such as a complete energy audit for Lot 1 and a feasibility study report for a photovoltaic power plant for Lot 4. All deliverables are to be submitted in printable A4 PDF format, and in editable formats (Word, Excel, PowerPoint, plans, summary tables) when relevant, with an emphasis on clarity, readability, and writing quality.
