TENDER DESCRIPTION

The service is intended to help BGN identify, on a methodically traceable, documented and updateable basis, the staffing requirements necessary for appropriate task performance as at a uniform reference date. At the same time, it serves to consolidate the previously available bases of BGN, to validate them methodically and to prepare them in such a way that they can be used for future personnel management, personnel budget planning and position planning. The service is intended to build on the technical preparatory work available within BGN, task catalogues, position types, parameters, IT-supported PBE structures, as well as the decisions made by the Executive Board (Hauptgeschäftsführung) regarding the next steps. The contract includes in particular: - setting up and carrying out a pre-project, - the gathering of the basis and planning, carrying out the analytical determination of staffing requirements, - documenting the results in the form of an expert report, - the design of an annual update procedure on the basis of position types, - supporting the piloting of this update procedure as well as a - process audit for personnel management and personnel budget…
