The contract timeline is as follows:

• Contract Start Date: The contractor's services will begin on February 1, 2027.
• Contract End Date: The contractor's services are slated to end 18 months after the start of services, which would be August 1, 2028. Alternatively, the services may conclude three months after the acceptance of the last service by the construction companies or upon the completion of all assumed services.
• Total Duration: The initial duration for project phases 1-3 is 18 months, with an option for two extensions, each lasting 6 months.
• Key Milestones/Phases:
• Project Phases 1-3: These phases, which include project preparation, project control, and project completion, are initially set for an 18-month duration.
• Investor Selection Process (IAV): This process is planned to take place in the second half of 2027 and conclude by the end of 2027.
• Master Schedule (Rahmenterminplan): This schedule will be updated quarterly.

The core scope of work for this tender involves providing comprehensive project steering services essential for achieving defined project goals, encompassing the monitoring of quantities, qualities, deadlines, and costs. The contractor is responsible for producing specified deliverables as per Annexes 1a and 1b of the Special Contract Conditions.

The engagement specifically covers all action areas of the service description, including:

• (A) Organization, Information, Coordination, and Documentation.
• (B) Qualities and Quantities.
• (C) Costs and Financing.
• (D) Deadlines, Capacities, and Logistics.
• (E) Contracts and Insurance.

Alternatively, the scope can exclusively refer to Project Preparation, Project Management, Project Completion, and the Investor Selection Process (IAV). The contractor generally does not perform project management tasks as defined by § 3 AHO Heft 9, nor object and specialist planning under HOAI, or execution services, unless specifically stipulated as special services. Legal services, when required, are to be identified and requested from the client by the contractor.

The project phases can include all stages per AHO-Heft 19: Project preparation, planning, execution preparation, execution planning, and project completion, or specific phased engagements, such as stages 1 to 2 for 18 months with extension options.

Key deliverables and tasks outlined under Multiprojectmanagement (MPM) and the Investor Selection Process (IAV) include:

• Multiprojectmanagement (MPM):
• Documents/Maintenance: Working Group "Project Development" (AGP), List of Open Points (LoP), Overall Schedule, Documentation of LCM-Workshop, Business Plan, List of Participants, and Management of Storage and Construction Site Setup Areas.
• Actions: Regular updates and coordination of schedules and lists, conducting workshops, presenting financial updates, and active monitoring of interfaces and potential conflicts.
• Program Stages (AHO Nr. 19): Defining and planning the program, steering the program, and completing the program, covering organizational foundations, quality and quantity standards, cost and financing, deadlines, capacities, logistics, contracts, and insurance.
• Investor Selection Process (IAV):
• Phases: Procedure preparation (clarifying frameworks, scheduling, documentation), direct investor approach and public announcement (pre-qualification, selection), preparation of documents for execution (service catalog, plans, compilation), anonymous execution (site visits, Q&A), preliminary review of applications (review catalog, evaluation matrix, report), and selection committee meetings (invitations, presentations, moderation, minutes, informing participants). This process is anticipated to be carried out and concluded in the second half of 2027.
• Reporting and Project Database: Management and maintenance of a project-related data exchange platform with a traceable filing system, acting as a contact person, managing and maintaining documents on the existing PKM platform (Conclude Thinkproject), including administrative tasks like rights assignment and folder creation. All MPM documents must be regularly updated and entered into this database.
