Beratungs- und Planungsleistungen Bereich Brandschutz gemäß AHO - Heft 17, bauordnungsrechtlicher Brandschutz, Lph. 1. - 5. + 8., Sanierung u. Erweiterung Fachtrakt Gelber Elefant, FSG Preetz

The contract timeline is as follows:

• Contract Start Date: The execution period (Ausführungszeitraum) begins in April 2026. A specific start date for "Anlieferung" (delivery/commencement) is noted as April 1, 2027.
• Contract End Date: The execution period ends in April 2029. The specific end date for execution is April 30, 2029.
• Total Duration: The overall execution period spans from April 2026 to April 2029, which is a duration of 3 years.
• Key Milestones or Phases:
• The "Vorplanungsphase Projekt" (Preliminary Planning Phase Project) occurred in 2018-2020 and 2023.
• The "Planungsphase Projekt" (Planning Phase Project) is scheduled for 2024-2026/2027.
• The "Bauphase Gebäude, Projekt" (Building Construction Phase, Project) is set for 2027-2029.
• The "Bauphase Außenanlagen" (Outdoor Facilities Construction Phase) is in 2029.
• A final completion of "Leistungsphase 8" (Service Phase 8) is aimed for by March 31, 2028.
• If further services are to be transferred, the contractor is obligated to perform them if transferred in writing by the client within 36 months after the completion of previously commissioned services.
• For staged commissioning, the cumulative call-off periods utilized by the client must not exceed 18 months.
• The planning for fire protection in the building should begin promptly after a potential commissioning in 2027, as the renovation and extension measures are intended to start as quickly as possible after commissioning in 2027.

The core scope of work for this tender is the "Fachplanung Brandschutz" (specialized fire protection planning) for the "Sanierung und Erweiterung des Fachtraktes Naturwissenschaften „Gelber Elefant" des Friedrich-Schiller-Gymnasiums, Ihlsol 10-12 in 24211 Preetz, für den Kreis Plön" (renovation and extension of the science wing "Yellow Elephant" of the Friedrich-Schiller-Gymnasium in Preetz for the district of Plön).

The Statement of Work (SOW) includes the following core deliverables, primarily focusing on "Leistungen für den bauordnungsrechtlichen Brandschutz" (services for fire protection according to building regulations) in accordance with AHO, Heft Nr. 17, as of December 2022:

Required Service Phases (Regelleistungen):

• Leistungsphase 1: Grundlagenermittlung (Basic evaluation): Clarifying the task and planning scope, determining the need for specialist planners, and compiling results.
• Leistungsphase 2: Vorplanung (Preliminary planning): Identifying relevant legal bases and requirements, developing the fundamental fire protection concept, including defensive fire protection options and basics for technical systems, creating fire protection sketches, and summarizing preliminary planning results.
• Leistungsphase 3: Entwurfsplanung (Draft planning): Developing the fire protection concept, specifying object-specific fire protection requirements, assisting with coordination with authorities, testing engineers, and fire departments, and compiling key content for the draft explanatory report.
• Leistungsphase 4: Genehmigungsplanung (Approval planning): Preparing the explanatory report according to applicable building regulations, detailing legal bases, the fire protection concept (structural, technical, organizational measures), requirements for defensive fire protection, creating fire protection plans, justifying deviations related to fire protection, and compiling these documents.
• Leistungsphase 5: Ausführungsplanung (Implementation planning): Reviewing the building permit for potential contradictions concerning fire protection, advising on inquiries from object and specialist planners regarding integrated fire protection services, creating a fire incident control table, assisting with coordination of specialized planning interfaces, and reviewing the suitability of conformity declarations for building products and types.
• Leistungsphase 8: Objektüberwachung (Construction supervision/Object monitoring): Checking the execution of the object for fundamental compliance with the approved fire protection certificate (up to three inspection units), performing a one-time plausibility check of submitted evidence for regulated building products and types, verifying expert certificates, and determining the effectiveness and operational safety of safety-related systems and facilities.

Optional/Special Services (Optionale Leistungen):

• Flucht- und Rettungspläne (Escape and Rescue Plans): Creation according to DIN ISO 23601, ASR A1.3, and ASR A 2.3. Plans must be in DIN A3 format, color print, at least 120 g/m² UV-resistant paper, including delivery and mounting in a hinged frame. Laminated color prints can be used for wet areas.
• Brandschutzordnung (Fire Protection Ordinance): Creation according to DIN 14096 and a one-time user instruction (Parts B+C). The ordinance must be provided in bound DIN A4 and digital format, including a "handout" for object management to instruct users.
• Pläne für Verhalten im Brandfall / bei Unfällen (Plans for behavior in case of fire/accidents): Creation according to Fire Protection Ordinance Part A, DIN 14096. Plans must be in DIN A3 format, color print, at least 120 g/m² UV-resistant paper, including delivery and mounting in a hinged frame. Laminated color prints can be used for wet areas.
• Feuerwehrpläne (Fire Brigade Plans): Creation in sufficient quantity according to DIN 14095.
• Feuerwehrlaufkarten (Fire Brigade Routing Cards): Creation according to DIN 14675.
