Bereitstellung und Betrieb digitaler Prüfungs-, Korrektur- und Kommunikationsplattformen für die juristischen Staatsprüfungen in NRW

The contract has a primary duration of three years, commencing on January 1, 2027, and concluding on December 31, 2029. An optional one-time extension of the contract is possible until December 31, 2030.

Key milestones and phases include:

• The service period for the technical implementation of electronic examinations begins on January 1, 2027, and ends on December 31, 2029.
• After December 31, 2029, only support for appeal and litigation procedures needs to be provided.
• The provision of the "Prüfungsverwaltungs-, Prüfungsdurchführungs- & Korrekturplattform" software, including fulfillment of all A-criteria and creation of a user manual, is due from the contract award.
• The implementation of B-criteria and supplementary user manual is due by July 1, 2027, at the latest.
• The provision of software for displaying digital aids is due by April 1, 2027, at the latest.
• Licenses for the examination administration and correction platforms, as well as hosting services, are indicated with a 4-year duration starting from the contract award.
• Support for correction personnel and administration begins on January 1, 2027, and also has a 4-year duration.

The core scope of work for this tender involves the provision and operation of digital examination, correction, and communication platforms for legal state examinations in North Rhine-Westphalia (NRW).

The Statement of Work (SOW) and core deliverables include:

• Platform Provision and Operation:
• Providing and operating digital examination, correction, and communication platforms for legal state examinations in NRW. These are regularly provided services with a minimum contract duration of 3 years, starting January 1, 2027, and extendable until December 31, 2030.
• Licensing and hosting for examination administration and correction platforms, including technical operation.
• Software adaptations based on client specifications.
• Development contingents for further development services, both with and without obligation.
• Provision and programming of the examination administration, execution, and correction platform, ensuring all A-criteria are met and a user manual is created. This includes implementing B-criteria and updating the manual.
• Provision and programming of software for displaying digital aids, fulfilling A and B criteria, and including a standalone version for integration into the ILIAS instance of the Ministry of Justice of North Rhine-Westphalia.
• Service and Support:
• Betreiberleistungen (operator services), Benutzerunterstützungsleistungen (user support services), and Providerleistungen ohne Inhaltsverantwortlichkeit (provider services without content responsibility).
• Support for correction personnel and administration via phone and email.
• Technical execution of electronic supervised work, including planning, on-site support, incident management, support, documentation, and timely results provision.
• Maintaining a clear roles and responsibility structure, with the contractor handling technical and operational execution, support, and technical documentation, while the client retains professional examination supervision.
• Structured preparation for each examination month, encompassing planning of personnel, locations, technical resources, coordination processes, and special case scenarios.
• Examination Execution Infrastructure:
• Setup of the required IT infrastructure for examination rooms (one, two, or three rooms per examination location), including network infrastructure and examination servers, excluding central hardware components and workstation equipment.
• Provision of hardware components for the IT infrastructure at an examination location.
• Technical support personnel during examinations at an examination location.
• Server maintenance, including transport to the company premises and back to the examination location.
• Provision of candidate workstations (laptop, keyboard, mouse).
• Provision of accessible/ergonomic hardware.
• Provision of digital aids for written examinations.
• Practice Portal:
• Provision of a practice portal for up to 5000 persons, including necessary licenses and adaptations to the real examination software.
