Bereitstellung und Betrieb digitaler Prüfungs-, Korrektur- und Kommunikationsplattformen für die juristischen Staatsprüfungen in NRW

The contract has a total duration of three years. The service period for the technical implementation of electronic examination conduct begins on January 1, 2027, and concludes on December 31, 2029. After this initial period, support for any appeal and lawsuit procedures will be provided. There is an option for a one-time contract extension until December 31, 2030, which also includes support for appeal and lawsuit procedures.

Key milestones include:

• Provision of the examination administration, examination execution, and correction platform (fulfillment of all A-criteria and creation of a user manual) is due from the contract award.
• Implementation of the B-criteria promised by the contractor and updating of the user manual is due by July 1, 2027, at the latest.
• Provision of software for displaying digital aids is due by April 1, 2027, at the latest.
• Support for correction personnel and administration support commence on January 1, 2027.

The core scope of work for this tender involves the provision and operation of digital examination, correction, and communication platforms for legal state examinations in North Rhine-Westphalia.

The Statement of Work summary and core deliverables include:

• Software and Platform Management:
• Provisioning and programming of examination administration, examination execution, and correction platforms, including the fulfillment of all A and B criteria and the creation/supplementation of instruction manuals.
• Licensing and technical operation of examination administration and correction platforms.
• Hosting of the platforms in accordance with the security concept.
• Software adaptations based on client specifications.
• Development contingents for further development services, available with and without a commitment obligation.
• Provisioning and programming of software for displaying digital aids, including a stand-alone version for integration into the ILIAS instance of the Ministry of Justice of North Rhine-Westphalia.
• Provision of an exercise portal for up to 5000 users, including necessary licenses and adaptations.
• Examination Execution and Infrastructure:
• Setup of examination rooms, encompassing the establishment of the required IT infrastructure, configuration, and testing (e.g., network, examination servers), along with associated incidental costs.
• Provision of hardware components for the IT infrastructure at examination locations.
• Technical supervision personnel during examinations at various examination room configurations.
• Server maintenance, including transport to and from the examination location.
• Provision of candidate hardware (laptops, keyboards, mice).
• Provision of accessible and ergonomic hardware.
• Provision of digital aids as described in Chapter 5 of the performance specification for written examinations.
• Support and Services:
• User support via telephone and email for correction personnel.
• User support via telephone and email for administration.
• General services such as operator services, user support services, provider services without content responsibility, and other specified services.

The services are categorized into one-off, regularly performed, and on-call services.
