TENDER DESCRIPTION
Procedure This invitation to tender document concerns a European open procedure, in accordance with ARW 2016, Chapter 2, for supplying, installing, and commissioning traffic control installations, including 15 years of maintenance. Grounds for choosing the procurement procedure/form: For this contract, the Contracting Authority has chosen the open procedure. This means that the assessment of the Supplier’s suitability and the assessment of the Tender will take place in a single procurement phase. The following reasons were used to choose to follow an open procedure: - The expected number of Tenderers (potential market parties) is relatively low due to the specialist nature of the subject matter of the contract, close to the minimum number of Tenderers that is permitted when applying the non-open procedure. - Applying another procedure is expected to result in higher rather than lower costs for the Tenderers and the Contracting Authority, partly due to the longer lead time of the procurement procedure.
