The contract is expected to start with the provisional contract award on March 15, 2027. It has a fixed term of 24 months. The contract duration can be automatically extended by twelve months up to two times, resulting in a maximum total duration of 48 months.

The core scope of work for this tender involves the comprehensive operation, maintenance, and ongoing development of a web application, specifically the Gewobag storage space customer portal. The contractor is expected to act as an experienced software development service provider focusing on these areas.

The Statement of Work is structured around the following key modules and deliverables:

• Module 1: Maintenance and Operation: This includes ensuring stable system operation, performing bug fixing, continuous monitoring, and implementing security updates, with a particular focus on critical errors. It also involves managing external interfaces (e.g., Adyen, Kiwi, SMTP, Store365) and defining environment strategy, backup procedures, and service levels. Deployments are to be carried out exclusively through defined development, staging, and production environments, subject to client approval.
• Module 2: Application Further Development: This module covers the conceptualization, implementation, and integration of new features and user stories based on Product Owner specifications. Deliverables include both backend and frontend development (utilizing technologies like TypeScript, Preact Signals, Custom Elements, and REST-APIs), integration of external APIs, and the implementation of existing Figma designs, ensuring accessibility. UI/UX design and frontend component development will adhere to Gewobag brand guidelines, using frameworks such as Tailwind CSS, Fluent UI, and PostCSS, with all new designs documented in Figma files as wireframes, mockups, and interactive prototypes.
• Module 3: QA & Test Operations: This involves continuous maintenance and expansion of automated test suites (e.g., Playwright, Cypress, Mocha), execution of automated tests within the CI-pipeline for every code commit, and comprehensive cross-browser and regression testing on all supported browsers and devices prior to releases.
• Module 4: Strategic Consulting: This module aims to provide continuous strategic and technical advice to the client for the evolution of the portal and its underlying business model. Deliverables include strategic sparring, providing insights on market and technological trends, and offering conceptual feedback on feature ideas and roadmaps regarding feasibility, user experience, and economic viability.
• Module 5: SEO, Analytics & Performance: This includes optimizing search engine visibility and performance through Server-Side Rendering (SSR) for index-relevant pages, implementing technical SEO measures (meta-tags, structured data, semantic HTML-markup), and minimizing loading times through asset optimization and caching. It also covers expanding the Matomo-tracking infrastructure, adapting tracking concepts with custom events, and ensuring compliance with DSGVO regulations regarding data privacy.
• Module 6: Agile Project Organization (Scrum) and Documentation: All development and maintenance activities will follow the Scrum framework. The contractor is responsible for providing a Product Owner (or coordinating closely with the client's Product Owner), maintaining a prioritized Product Backlog, and managing user stories and tasks through regular Sprint Plannings, daily Stand-up Meetings, Sprint Reviews, and Retrospectives.
• Module 7: UI/UX-Design Integration: This module focuses on delivering UI/UX design expertise to ensure a consistent, intuitive, and modern brand presence for the portal. Deliverables include translating complex functional requirements into intuitive user concepts (User Flows), actively participating in coordination meetings to provide design input, ensuring consistency of adaptations, and optimizing designs for responsive display across mobile, tablet, and desktop devices. This work is to be performed by a senior-level UI/UX specialist.

The contractor is required to provide a core team comprising a Senior Developer, Junior Developer, and a Senior-Level UX/UI Designer.
