The core scope of work for this tender primarily involves consulting, modeling, planning, and coordination services aimed at decarbonizing the Süd heating network and developing the BEW Transformation Plan.

The key deliverables include:

• A verifiable Transformation Plan, compliant with the requirements of BEW Module 1.
• The establishment of planning foundations for deep geothermal implementation, extending up to HOAI Service Phase 4. This involves reviewing a feasibility study, creating a Basis of Design and preliminary design (LP 3), and undertaking approval planning (LP 4) for both underground (geology, reservoir engineering, drilling technology, drilling site) and above-ground facilities (thermal water circuit, heat pump system, operating building).
• The provision of planning foundations for subsequent BEW applications under Modules 2 to 4.
• Optionally, if Position 4 is commissioned, the planning, procurement, and supervision of measures up to execution readiness (HOAI Service Phases 5 to 8) for drilling, drilling sites, thermal water circuits, heat pump systems, and operating buildings.

The project also encompasses general coordination and energy system modeling, including overall coordination, interface management, energy system modeling, network hydraulics, and reporting. The Transformation Plan itself will integrate a stock analysis, target vision, measures pathway, decarbonization scenario, timeline, investment and cost considerations, and risk and implementation assessment, consistent with a supply perspective up to 2045.
