TENDER DESCRIPTION
Research Ireland is seeking a suitably qualified and experienced service provider to deliver a broad range of Business Consultancy Services, supporting its strategic, operational, and organisational requirements across key areas such as Strategy, Policy and Planning, Governance, Risk and Performance, Programme, Project and Transformation, Stakeholder Engagement and Organisational Change, Digital, Data and Innovation, and Sustainability, Equality and Societal Impact. The services require the application of structured and proportionate professional methodologies, best practices, and tools, while integrating Green Public Procurement policies and supporting remote, hybrid, and digital-first working practices. Tenderers must utilize electronic submission, invoicing, and payment systems, and demonstrate a minimum annual turnover of €2,000,000 (excluding VAT) in each of the last three completed financial years. The initial contract term is twelve (12) months, with an option for Research Ireland to extend for up to four (4) additional twelve-month periods, allowing for a potential maximum duration of five (5) years.
TENDER BRIEF
The contract will take effect on the Effective Date, which is the date of the agreement, and will expire on a date to be inserted. The initial term of the contract is twelve (12) months. Research Ireland has the option to extend the contract for up to four (4) additional periods of twelve (12) months each. This means the maximum potential duration of the contract, including all extensions, is five (5) years. Specific milestones and compliance schedules may be agreed upon between the Client's Contact and the Contractor's Contact during contract management.

The core scope of work for this tender involves the Contractor providing services as detailed in Schedule B, which outlines the nature, quality, time of delivery, key personnel, and functional specifications of the services. These services are intended to assist Research Ireland in various business areas and projects.
The consultancy assignments are designed to cover, but are not limited to, the following core areas:
- Strategy, Policy and Planning: Including strategic planning, policy development, economic appraisal, business case development, and organizational design.
- Governance, Risk and Performance: Encompassing advisory services for governance, risk, assurance, and compliance, as well as performance management, benchmarking, value-for-money reviews, and the development of performance frameworks.
- Programme, Project and Transformation: Providing services such as programme, project, and portfolio management, PMO advisory, transformation planning, implementation support, change management, and business process improvement.
- Stakeholder Engagement and Organisational Change: Covering stakeholder analysis, engagement, consultation, facilitation, communications, change readiness, and leadership development.
- Digital, Data and Innovation: Focusing on digital transformation, technology-enabled change, business requirements, systems improvement, data analysis, and research and innovation program design.
- Sustainability, Equality and Societal Impact: Including advisory services for sustainability, climate action, equality, diversity, inclusion, public engagement, and integrating these considerations into strategies.
Individual assignments may combine one or more of these core areas and can include associated research, analysis, facilitation, implementation support, training, and knowledge transfer. The successful Tenderer is expected to apply appropriate professional expertise, methodologies, and judgment.
