TENDER DESCRIPTION
This tender seeks a single-award framework agreement for the design, adaptation, and realization of original immersive audio-visual light works, specifically video-mapping, to be projected onto emblematic monuments and immersive spaces within the municipality of Sanary-sur-Mer. The scope encompasses preliminary studies, artistic conception, technical production, installation, calibration, and operational assistance to valorize the Commune's history, heritage, identity, and festive events, utilizing technologies such as high-power video projectors, synchronized media servers, 2D/3D animation, and sound design. The framework agreement has an initial duration of twelve months, renewable three times for additional twelve-month periods, with subsequent contracts detailing specific execution calendars and milestones. Financial standing requirements include a declaration of global and contract-specific turnover for the last three years, alongside professional risk insurance.

The contract timeline is as follows:
The framework agreement is for an initial duration of twelve (12) months. It takes effect from its notification date or the date specified in the notification letter. This agreement can be renewed three times for additional periods of twelve (12) months each. The framework agreement concludes when its term is reached or its maximum value is met.
For subsequent contracts (marchés subséquents), the execution calendar is established during the finalization of each contract and becomes contractual upon its notification. Key milestones and phases include:
- Submission of the letter of intent.
- Submission of the storyboard.
- Validation of the artistic project.
- Submission of provisional exports.
- Submission of masters.
- Execution of tests.
- Lifting of reservations.
- Admission.
Specific steps for subsequent contracts also include a launch meeting, site visit and reconnaissance, submission of a feasibility/technical study note, validation of the synopsis and sequencing, submission of artistic masters, installation, calibration and general rehearsal, and the first broadcast. The dates for these steps are to be completed by the contractor.
The execution of services for subsequent contracts can extend beyond the validity period of the framework agreement, within the limits of the deadlines set for the specific mission. There is also a provision for postponing services due to external factors like force majeure or bad weather.
The deadline for a contractor to submit a proposal for a subsequent contract is specified in each request for proposal, or ten (10) calendar days if not otherwise stated. The validity period of the contractor's proposal is thirty (30) calendar days from its submission, unless a different stipulation is made in the request for proposal.
