The contract is for an initial period of three (3) years starting from its notification date, with a possibility of a one (1) year renewal by the buyer's express decision, leading to a maximum total duration of four (4) years.

Key milestones and phases are as follows:

• The consultation was launched in week 31 of 2026.
• The deadline for submitting applications is September 7, 2026.
• The first dialogue session is scheduled between weeks 39 and 42 of 2026.
• The submission of final offers is set for early 2027.
• The selection of the awardee is expected in early 2027.
• The project launch and the commencement of co-design workshops are also planned for early 2027.
• The go-live of scope P1 (Minimum Viable Product) is anticipated in 2027.
• The deployment of scope P2 is planned for late 2027 or early 2028.

The core scope of work for this tender is structured around two main missions. Mission 1 involves the supply and deployment of a high-performance, modular, and shareable online ticketing solution that includes a white-label module for partners of the Tourist Office. Mission 2 focuses on the design and implementation of a territorial SaaS marketplace that functions as a ticketing aggregator, a commercialization tool, and a territorial marketing tool.

The market itself is mixed, comprising an "ordinary market" for initial deployment and Maintenance in Operating Condition (MCO), and a "framework agreement with purchase orders" for future extensions of the solution.

The statement of work summary outlines several core deliverables required for the final offer. These include a detailed functional and technical description of the proposed solution, a migration and deployment plan with key milestones and prerequisites, and technical architecture documentation covering logical views, data flows, and integrations. Additionally, a security assurance plan (including PRA, PCA, and vulnerability management), a GDPR compliance document (with processing register, subcontractor list, and violation notification procedures), and a PCI DSS scope analysis with a responsibility matrix are required. A training and skills transfer program, along with a structured commercial proposal for the solution, are also essential deliverables.

The technical brief, which is mandatory, must encompass a complete functional and technical description, a parameterization file, a data dictionary for an external Datawarehouse, a detailed planning (including estimated workloads), the migration and deployment plan, the chosen contract type (SaaS or maintenance), technical architecture documentation, a security assurance plan, a GDPR compliance document, PCI DSS scope analysis and responsibility matrix, and the training and skills transfer program. Intermediate deliverables are also expected during the dialogue phases, with their specific content to be defined later. The buyer's specific needs are comprehensively detailed in the Functional Program (PF).
