Conception, réalisation et déclinaison de campagnes et supports de communication

The contract is concluded for a total duration of 36 months, starting from the date of contract notification. This 36-month period is when purchase orders can be issued. The specific execution times for these purchase orders are defined in the CCTP (Cahier des Clauses Techniques Particulières).

The core scope of work for this tender primarily involves the conception, realization, and deployment of communication campaigns and various communication materials.

Key activities and deliverables include:

• Strategic Communication Analysis and Planning: This involves conducting strategic analysis for communication projects, developing diagnostic notes that cover context, stakes, objectives, public identification, positioning analysis, key findings, opportunities, constraints, success factors, and strategic/operational recommendations. It also includes elaborating targeted communication strategies and plans for specific themes or projects, encompassing objective and stake analysis, audience characterization, positioning, key message definition, communication axes recommendations, and operational action plan structuring. Furthermore, the scope includes supporting the elaboration of the annual communication plan, offering critical analysis, identifying communication opportunities, formulating recommendations, and structuring the annual calendar. The tender also covers pre-tests or post-tests of communication campaigns to evaluate effectiveness and provide operational recommendations.
• Communication Campaign Conception: This covers the strategic and creative design of 360° communication campaigns, including the analysis of objectives, targets, and stakes, defining strategic positioning, conceiving creative concepts with visual identity and slogans, proposing editorial axes, and recommending comprehensive communication devices (media and out-of-media).
• Production and Execution of Communication Materials: This involves the creation of motion design animations (up to 30 seconds, 1 minute, 2 minutes, and additional minutes), including scenario writing, artistic direction, graphic animation, sound integration, and subtitles. It also includes adapting existing motion design animations to different formats and creating dynamic web supports like animated banners or interactive modules. Additionally, the scope covers the execution of signage, including content adaptation, layout, and technical file preparation for up to five panels and supplementary supports.
• Editorial Content Definition: This includes defining editorial concepts, structuring content axes, and determining the tone, key messages, and general organization.

It is explicitly stated that this tender does not include the creative design of a communication campaign, the production of general communication materials or content, or the elaboration of a global annual strategy, as these aspects remain the responsibility of Eau de Paris. The provider's role is in support, advice, and formalization. The realization of supports, media space purchases, or distribution costs are also excluded from campaign conception. Development of websites or applications is not covered under dynamic web support.
