The contract timeline is as follows:

• Contract Start Date: From the date of signature of the commitment act.
• Total Duration: 8 months.
• Key Milestones/Phases:
• The project involves at least three phases, with milestones requiring validation by ODEADOM.
• A minimum of four steering committees are planned: one for launch, one after each phase, and one at closure.
• Phase 3: Deployment and support, which includes going into production, user training, and both corrective and evolutive maintenance.
• Following the going into production, a warranty period will commence, with its duration to be specified in related contractual documents.
• The site is scheduled to be put into service in June 2027.

The core scope of work for this tender involves the conception, realization, going live, deployment support, and maintenance of a new institutional website for ODEADOM, which constitutes a revamp of their existing site.

The project is structured into three main phases:

1. Phase 1: Needs Analysis

The contractor will assist ODEADOM in defining needs based on the target audience and usage, establishing the editorial strategy, identifying technical constraints, and inventorying existing content. This phase includes proposing target website structures and drafting detailed functional specifications, with the output being a framing document that must be validated by ODEADOM.

2. Phase 2: Site Design

Based on the framing document, this phase includes the functional, ergonomic, graphic, visual, and technical design and development of the site. The content management system (CMS) should allow ODEADOM teams to administer the site without specialized technical skills, offering functionalities like content creation, modification, deletion, menu management, and publication control. The design must ensure better visibility in search engines and generative AI results, high accessibility, and an evolving architecture for future functionalities, security, and easy administration.

3. Phase 3: Deployment and Support

This phase covers the production launch after testing and acceptance, including content migration and recovery. It also involves implementing personal data protection requirements, providing training for users on general administration, content management, and migration, and establishing solutions for evolving and corrective maintenance. A warranty period will follow the production launch for anomaly correction at no extra cost to ODEADOM.

The core deliverables required from the selected provider are:

• The framing document, as detailed in Phase 1.
• The migrated website.
• Technical and functional documentation, along with training materials.

The total duration for the service is set at 8 months from the date of the commitment act signature, aiming for the site to be operational by June 2027. The maximum budget allocated for this service is 70,000 € HT.
