Poden participar en aquesta licitació les persones físiques o jurídiques, espanyoles o estrangeres, que tinguin plena capacitat d’obrar, no estiguin incurses en una prohibició de contractar, i acreditin la seva solvència econòmica, financera i tècnica o professional. No poden concórrer a la licitació les persones que hagin participat en l'elaboració de les especificacions tècniques o dels documents preparatoris del present contracte, sempre que aquesta participació pugui provocar restriccions a la lliure concurrència o suposar un tracte privilegiat respecte de la resta de licitadors.

Individuals or legal entities, Spanish or foreign, who have full legal capacity, are not subject to a contracting prohibition, and can prove their economic, financial, and technical or professional solvency may participate in this tender. Persons who have participated in the preparation of the technical specifications or preparatory documents of this contract, whenever such participation may cause restrictions to free competition or result in privileged treatment compared to other bidders, may not participate in the tender.
