The contract takes effect from the date of notification to the successful tenderer and concludes at the end of the perfect completion guarantee period. The estimated total duration for the execution of services is 61 months.

The timeline is broken down into the following key phases:

• Conception phase (including building permit instruction): 10 months. This includes the permit application file phase (5 months after APD validation) and the Project and DCE phases, with durations encompassing validation periods by the Contracting Authority (MOA).
• Consultation of construction companies and contract notification phase: 3 months. This involves consulting construction companies, analyzing candidacies and offers, and notifying rejections and finalizing contracts.
• Works phase (including a 3-month preparation period and works reception): 36 months. This includes the preparation period, all-trades construction works, and reception of works.
• Perfect completion guarantee period: 12 months.

The specific deadlines for each mission element will be set in the commitment act based on the contractor's proposed schedule and will be accepted by the contracting authority upon contract notification. A 3-week validation period by the MOA should be considered for each mission element. The total execution duration, formalized in the Commitment Act upon contract notification, will not exceed 61 months.

The core scope of work for this tender involves a comprehensive "maitrise d’œuvre" (project management/architectural and engineering services) mission, as defined by articles R2431-1 to R2432-7 of the French public procurement code. This mission encompasses both basic and mandatory complementary elements.

Core Deliverables and Phases:

• ESQ (Esquisse): Outline/Sketch phase.
• APS (Avant-Projet Sommaire): Preliminary Design Summary phase, which includes detailing general composition, assessing volumes and appearance, proposing technical arrangements, specifying schedules, and providing a provisional cost estimate. Written deliverables include architectural and technical notices, detailed surface tables, an economic notice, and a provisional general calendar. Graphical deliverables include site plans, floor plans, facade plans, sections, and network schematics.
• APD (Avant-Projet Définitif y compris permis de construire): Detailed Preliminary Design phase, including the preparation of the building permit application.
• PRO (Etudes de projet): Project Studies phase, focusing on detailed plans, material specifications, equipment implantation, fluid tracings, and work descriptions. Deliverables include updated architectural and surface notices, measurement tables, updated technical principle descriptions, calculation notes, regulatory compliance notices (hygiene, fire safety, accessibility, acoustic comfort, thermal), an updated economic notice, and a general execution calendar.
• ACT (Assistance pour la passation des contrats de travaux): Assistance in awarding construction contracts.
• VISA (Conformité et visa d’exécution au projet): Compliance and execution approval for the project.
• DET (Direction de l’exécution des travaux): Supervision of construction execution.
• AOR/GPA (Assistance aux opérations de réception, y compris garantie de parfait achèvement pendant 1 an): Assistance with acceptance operations, including a one-year perfect completion guarantee.

Mandatory Complementary Missions:

• SYN (Synthèse des études d’exécution faites par les entreprises): Synthesis of execution studies performed by contractors.
• SSI (Coordination des Systèmes de Sécurité Incendie): Coordination of Fire Safety Systems.

The project management group is also responsible for compiling the building permit application file and all associated requests. All services are remunerated by a global fixed price.
