TENDER DESCRIPTION

Design services contract for the construction of a cultural hub in Talmont Saint Hilaire, comprising the following missions: basic missions with VISA + additional missions (CSSI-STD/SED-PZ-DLE-MOB-SIGN) + optional mission PSE (SYNTH). The design team is multidisciplinary (the expected skills are described in the competition rules). The duration is 48 months. In accordance with Articles R2172-2 and R2122-6 of the Public Procurement Code, the competition will be followed by a negotiated procedure without prior publication or competitive bidding, with a view to awarding a public contract for design services to the winner of the competition selected following this negotiated procedure. The portion of the estimated financial envelope allocated to the works is EUR 12,000,000 excluding VAT at the reference date of June 2026. In accordance with the provisions of Article R2172-4 of the Public Procurement Code, the maximum amount of the prize paid to the 3 candidates who submitted services that comply with the competition rules corresponds to the estimated price of the studies to be carried out.
