The details of the missions entrusted to the contractor are set out in the specifications. The services are paid for by lump-sum prices. Restricted design competition for constructing an archives building on the Pomaret site in Sainte-Colombe-en-Bruilhois. This consultation is a restricted competition for APD (preliminary design). As part of the services, the candidates admitted to submit a project will receive a consultation rules document for the “submission” phase that will specify the documents to be provided. This consultation is carried out in application of Articles L. 2172-1 and R. 2172-1 of the Public Procurement Code (code de la commande publique). In accordance with the provisions of Article R. 2122-6 of the Public Procurement Code, after completion of the competition, the contracting authority may proceed with the award of a contract without prior advertising or prior competition with the winner.
