The contract timeline includes the following phases and durations:

• Contract Start Date: The contract for the project drafting phase begins on the first business day following the formalization of the contract.
• Total Duration (Project Drafting Phase): The duration for the drafting of the Basic Project, Executive Project, Health and Safety Study, and Complementary Documentation is a maximum of six (6) months.
• Key Milestones/Phases:
• Basic Project: Two (2) months.
• Executive Project: Four (4) months.
• Construction Supervision (Direcció de l’obra): The duration is contingent upon the term established in the project for the execution of the works, starting with the signing of the replanting verification act and concluding with the reception and settlement of the works and the drafting of the final documentation. This phase also includes monitoring of the work's warranty phase for a minimum legal term of one year, after which a mandatory report must be issued.
• Latest Delivery Date: The works must be delivered by October 1, 2027, at the latest.
• Maximum Justification Period: The maximum deadline to justify the action is November 30, 2027.

The core scope of work for this tender involves two main contracts:

Contract A (Services for Project Design):

• Drafting of the Basic and Execution Project, which includes preliminary study and preliminary project phases.
• Drafting of the Safety and Health Study.
• Drafting of complementary documentation as specified in the technical specifications.

Contract B (Services for Facultative Direction of Works and Final Documentation):

• Facultative Direction of the Works.
• Drafting of the Final Works Documentation and legalizations.

The services related to project drafting and works direction are considered technically interrelated and form an inseparable functional unit. The contract also allows for adaptability based on the original solutions proposed by the winning team.

The duration for the drafting phase of the Basic and Execution Project, the Safety and Health Study, and Complementary Documentation is a maximum of six (6) months from the day after the contract is formalized, concluding with the delivery of the projects and corresponding documentation. The works must be delivered by October 1, 2027, at the latest.

Aspects open for negotiation include the reduction of partial and global deadlines for project drafting to accelerate the construction process of the New Headquarters of the Alt Empordà Regional Archive and the Regional Library in Figueres. It also includes the incorporation of a consulting team to support from the preliminary project to the construction phase, focusing on translating design into measurable environmental performance through life cycle analysis (LCA) to justify a reduced environmental footprint.
