The contract has an initial duration of two (2) years, beginning the day after its formalization. It can be extended for an additional two (2) years, with yearly renewals, making the maximum total duration four (4) years.

The contract is divided into phases:

• An initial implementation phase for the Tourism website launch, estimated to last eight (8) months. This period involves definition, design, development, implementation, migration, integration, commissioning, and initial maintenance. The awarded company may reduce this phase to a maximum of six (6) months.
• An operation and maintenance phase will follow, lasting for the entire contract duration, including any approved extensions.

Payment milestones for the first year include:

• 20% upon delivery of the project design and conceptualization.
• 30% upon delivery of the architecture definition, general content analysis, and installation and general configuration of the content manager.
• 50% upon project completion.

From the second year onwards, payments will be made quarterly, at the end of each natural quarter.

The core scope of work for this tender involves the comprehensive contracting of services for the design, development, implementation, hosting, maintenance, support, evolution, and security of the new Vic Tourism website.

The statement of work summary outlines the following key deliverables and tasks:

• Project Analysis and Definition: This includes functional and technical analysis, defining the information architecture, the sitemap, and the strategic, editorial, and content narrative for the destination.
• Web Portal Development: UX/UI design and development of the main Vic Tourism web portal are required. The solution must be implemented on either CMS Plone or Drupal, chosen by the bidder.
• Content Management and Structure: Configuration of the content manager, roles, permissions, environments, and necessary components, along with the creation of a structure to enable minisites or landing pages as per the City Council's needs.
• Content Migration: Migration, review, drafting, correction, translation, and initial loading of existing content from the current digital environment.
• System Integration: Integration with all required municipal systems and information sources.
• Security and Operations: Implementation of necessary security, monitoring, backup, and recovery mechanisms.
• Ongoing Support: Corrective, adaptive, and evolutionary maintenance of the platform, along with technical and functional support for the entire duration of the contract.

The overarching goal of the portal is to disseminate tourist information about the city in a structured, accessible, and user-oriented manner, enhance the discovery of resources, services, activities, events, and routes, and reinforce Vic's tourism projection through a digital environment aligned with municipal objectives. The contract is an administrative services contract, with a CPV code of 72413000-8 WEB SITE DESIGN SERVICES, and it will not be divided into lots to ensure coordinated execution.
