The contract is expected to start on November 15, 2026, or the day after its formalization, whichever is later. It will conclude on May 31, 2028. The total duration of the contract will be 18 and a half months.

Key milestones and phases include:

• The pilot test will be conducted in the last quarter of 2026 and within a maximum period of 3 months from the contract's award.
• The computerization of questionnaires will begin after the contract is awarded.
• All preparatory processes for fieldwork, such as sending letters, organizing work teams, and training interviewers, must be completed to ensure the planned production within monthly programming deadlines.
• The delivery of result files, other databases, and the final materials, including the fieldwork development report, must be submitted before May 31, 2028.
• There will be a 1-month warranty period starting from the date of contract reception.

The core scope of work for this tender is the service of carrying out the fieldwork for the Barcelona Health Survey (ESB) 2027, as promoted by the Public Health Agency of Barcelona (ASPB).

The Statement of Work summary includes the following main tasks and deliverables:

• Preparatory tasks for fieldwork: This involves establishing a stable work team, including responsible technicians, fieldwork coordinators, supervisors, data processing personnel, coders, debuggers, and interviewers. Interviewers and supervisors must have full command of Catalan and Spanish.
• Actual fieldwork execution: This phase involves conducting the survey.
• Data coding and debugging.
• Processing and delivery of the resulting information.
• Logistics of sending informative letters to primary and substitute recipients.
• Computerization of questionnaires after contract award.
• Execution of a pilot test within a maximum of 3 months from the contract award.
• Modification of the questionnaire based on pretest results, if required, and acceptance of up to 5 additional questions before the start of fieldwork.
• Delivery of collected information in data files (responses) and incident files (contacts) in SPSS, Stata, or CSV format, adhering to the structure determined by the ASPB.
• Provision of a report detailing incidents and recommendations for improvement derived from the pilot test.
• Delivery of completed records linked with data of individuals who agree to be re-contacted for future health studies in Barcelona.
• Custody and delivery of proof of authorizations for individuals surveyed and/or re-contacted.
• Delivery of all definitive materials and a fieldwork development report by May 31, 2028.
