    TENDER DESCRIPTION

    Under the current model, the technical delivery of municipal services is part of the IT organisation set up by the State of Fribourg. In particular, SITel ensures contracting with the technical service providers and manages the steering of IT developments, in collaboration with the DIGI-FR team, which identifies business needs and ensures functional responsibility for municipal services. With the end of the DIGI-FR 2023–2026 programme and the evolution of the legal framework relating to e-government, this model is expected to change. From 2027 onwards, municipalities, through the entity responsible for representing them, will take over responsibility for the development, operation and maintenance of their services on the Fribourg virtual counter. They will thus have the ability to directly mandate the necessary service providers and manage end-to-end the technical delivery of their services.
