The contract timeline is as follows:

• Contract start date: January 1, 2027.
• Total duration: The initial duration of the contract is two (2) years, with the possibility of two annual extensions.
• Initial contract end date: The initial duration ends in December 2028.
• Key milestones/phases: The contract execution is structured into periods. The first period runs from January to August 2027. Subsequent periods are structured from September to August, coinciding with the academic year. The last period of the initial contract duration is from September to December 2028.

The core scope of work for this tender involves providing a management tool and associated services, with specific deliverables related to technical documentation, platform functionalities, service organization, quality control, and transition planning.

Key deliverables and aspects of the scope include:

• Technical Documentation: This encompasses OpenAPI (Swagger) for all APIs, a complete data dictionary, definitions of all returned fields, descriptions of applied business rules, examples of requests and responses, documentation for authentication mechanisms, an integration test plan, test results, and an operation and maintenance manual. If SQL views or stored procedures are used, their technical definitions must be provided to facilitate maintenance, analysis, and future evolution of integrations.
• Platform Functionalities: The platform must include an employee portal (for payroll consultation and download, vacation and permission requests, and digital document signing), an incident and request management system for employees, and an administration panel for managing onboarding/offboarding, organizational structure, and report generation.
• Service Organization and Quality Control: The contractor must provide details on the proposed service organization, including professional profiles, internal coordination, substitution mechanisms, identification of the main interlocutor, and communication and monitoring procedures with TecnoCampus. A system for indicators and quality control is required, including a monthly dashboard for labor management, monthly payroll quality controls, a ticket and incident tracking system, SLA compliance monitoring, indicators, filters, export options, update frequency, and an escalation procedure for deviations.
• Transition Phases:
• Phase I (Knowledge Capture and Planning): This phase occurs in the three months prior to contract finalization and involves detailed knowledge capture regarding processes, procedures, technical documentation, staff data, and service-related aspects. It includes an inventory of material and immaterial resources, operational procedures (especially for payroll, contracting, and terminations), employee portal information, and other relevant documentation for service continuity. All documentation must be delivered in electronic format and in paper if requested.
• Phase II (Transition Execution): Following Phase I, the contractor must adhere to the approved transition plan and provide technical assistance for up to one month after contract termination to ensure the complete transfer of services and knowledge.
• Technical Memory: Bidders must submit a technical memory outlining how they will meet the technical requirements, including a company presentation, description of the service organization, quality control measures, and detailed specifications of the management tool, integrated platform, and main functionalities.
