The contract has a total duration of 5 years and 6 months, counted from the day after its formalization. No extension is foreseen. The finalization date will be adjusted based on the effective start date.

The contract is divided into the following key phases:

• Phase I: Project Drafting (Redacció del projecte) will last 3 months. This phase encompasses all necessary actions for the definition and approval of the works project, including drafting the executive project (1.5 months), supervision, initial approval, public exhibition (30 days), resolution of allegations, and definitive approval. This phase is intended to be carried out entirely within the 2026 annuity, specifically between October 1, 2026, and December 31, 2026.
• Phase II: Execution of Works (Execució de les obres) will last 9 months. This phase begins once the project is definitively approved, starting the day after the signing of the verification act of the project layout.
• Phase III: Implementation and Commissioning (Implantació i posada en marxa) will last 9 months. This phase is scheduled to start 3 months after the beginning of Phase II. The start of the implementation service will be marked by the signing of an initiation act by both parties, and this phase may occur simultaneously with Phase II. The duration of the main service provision for the mixed contract (Phase III and Phase IV) will commence upon the completion of the works, or when the works are sufficiently advanced to allow for the parallel initiation of Phase III.
• Phase IV: Operation and Maintenance (Operació i manteniment) will last 4 years and 3 months. This phase includes the provision of operation and maintenance services for the integrated video surveillance system. The maximum 5-year period for successive service contracts, as per Article 29.4 of the LCSP, will begin with the execution of Phase III.

• Installation, configuration, parameterization, and commissioning of a Cloud-based Video Management System (VMS) platform, encompassing CCTV management, streaming, recording, and storage functionalities.
• Installation and configuration of the native server associated with the Cloud VMS solution.
• Implementation, configuration, and parameterization of an Automatic License Plate Recognition (LPR) analytics solution.
• Implementation, configuration, and parameterization of an advanced video analytics solution.
• Implementation, configuration, and parameterization of a comprehensive security platform and the operation of the control center.
• Functional and technical integration across various technological platforms, capture devices, communication infrastructure, and control center operating environments.
• Execution of functional, integration, and performance tests, along with validation of the system's commissioning.
• Delivery of essential documentation, including technical documentation, user and operation manuals, configurations, and a system inventory.
• Provision of training and knowledge transfer activities necessary for system usage, administration, and operation.
• Development of connectivity infrastructure, which involves civil works for fiber optics (micro-trenches, conduits, manholes), cable laying, and the installation, configuration, and integration of access equipment (CPE, 5G routers) into the central communications node, ensuring specified service levels.
• Management of the overall project through a Project Management Office (PMO), which provides transversal governance, coordination, and monitoring services, including planning, risk management, progress tracking, and support for validation of actions.

Project Phases:

• Phase I: Project Drafting: This initial phase involves the technical definition and administrative validation of the solution, including the drafting of the works project, supervision, public exhibition, and final approval processes.
• Phase II: Execution of Works: This phase focuses on the provision of necessary equipment and materials, along with their installation, deployment, and integration into the overall system infrastructure.
• Phase III: Implementation and Commissioning: During this phase, all implementation actions are executed, which may partially overlap with Phase II.
• Phase IV: Operation and Maintenance: This ongoing phase commences once all infrastructures and technological solutions are fully deployed and operational.
