This tender seeks a Contractor for the phased implementation of a fully compliant European Digital Identity Wallet (EUDIW) for citizens and residents, emphasizing privacy, security, user-centricity, and interoperability. The core scope involves developing Version 1, a mobile application for authentication, data storage, and age verification within six months, followed by Version 2, a comprehensive EUDIW-compliant solution integrated with Malta's national eID infrastructure, to be completed within twenty-one months. Key technical requirements include adherence to EUDI Regulation, CIR 2024/2982, CIR 2015/1502, GDPR, use of secure cryptographic devices, a Secure Development Lifecycle, and authentication at LoA High. The contract has a total duration of ninety months, with options for extensions, covering ongoing hosting, operations, maintenance, support, training, and certification assistance, with a minimum average yearly turnover requirement of €2,500,000 for the past three financial years.

    TENDER BRIEF

The contract commences on the day of the last signature on the contract. The intended commencement date will be specified in the Notice of Commencement, which will be communicated to the Awarded Bidder within twelve calendar weeks from the date of the last signature on the contract agreement.

The total duration of the contract is ninety (90) months from commencement.

However, Milestones 1 and 3 cannot be extended. Furthermore, after the initial ninety-month period, the Contracting Authority, with the Contractor's agreement, may extend the contract by two additional periods of twenty-four (24) months each, specifically for the operation, maintenance, and support of the Solution.

    Key milestones and phases include:

    • Milestone 2: Design, build, and test iOS and Android applications capable of authenticating with the Maltese eID Server using the eID Card's authentication certificate (NFC functionality) at LoA High, as part of the Wallet Solution (Version 2) – 3 months from signing of the contract.
    • Milestone 3: Design, build, test, deploy, and operate Version 1.
    • EUDIW Solution Integration and Deployment: Integrate and deploy the EUDIW Solution with necessary exchanges between various providers and components, attaining a fully compliant EUDIW Solution – 19 months from signing of the contract.
    • Milestone 16: Support the Contracting Authority in achieving certification of the Solution according to national or EU schemes – 21 months from signing of the contract.
    • Hosting, Operations, SLA, Maintenance, Training, Review of Regulatory and Standards Updates and Support: This phase covers the entire 90-month duration of the contract.
